Well I know of two that are very honest and pay when they say they will. BUT there is much more to making money on the web than just slaping up a website and collecting money. It takes work work work and more work. Just like a business on main stree it takes traffic to your online store to make money.
I have used Share a Sale for years and have had no problem getting paid. Thousands of good companies to choose from their programs (Brite Smile, Wal Mart, Wet Seal, etc).
Remember that you first need traffic, most importantly regular traffic. If you do then I see most people benefitting from Google AdSense and newly Chitika MiniMalls
