How do I create/establish an affiliated running club in the UK?

Question: I would like to create an affiliated running club. I'm guessing affiliated means you are registered with some sort of athletic association.
When registering for races, it is on just about all the applications. We have a group of runners that my benifit from being in an associated running club. Again this is for the UK = England.
