My Adsense CTR is about 8%, Can google disable my account?

Just because your CTR is 8% does not mean that Google will disable your account because it is high -- they will disable it when they see a pattern that results in ARTIFICIALLY increasing your CTR (e.g. not putting any content on a page except for the Adsense ads, asking every visitor to click on the ads, etc.)

My site's CTR is higher than your 8% (it's in double digits in fact), but I am still with the program. I joined them when they first opened in June 2003, and they've not booted me out just because of the high CTR.

Google does kick out publishers, but as long as you follow the Program Policies and keep everything clean, then they won't boot you out. Google does not kick out publishers just for the heck of it -- those kicked out often have reasons why they should be kicked out (whether they are aware of it or refuses to accept it)
Google can do pretty much whatever they want with your account.

Don't give them any reason too and they wont
