If Google Adsense works world-wide, why does Yahoo Publisher limit itself to the U.S.?

Since it was launched in 2005, YPN has always been US-publishers only.
No official explanation is given, though many speculate it could be that:
- Yahoo has limited inventory of advertisers outside the US
- Yahoo while still testing and tweaking the product (2 years!) don't want the hassle in dealing with international transactions
- Yahoo does not want to be encumbered with logistical requirements in assessing and monitoring quality control of international publishers
The reason why Yahoo! has limited its publisher network to the USA is because it's still in beta.
To open up to other countries at this time would require a large increase in staff and server power to support the variety of new languages and traffic.
It would also require Yahoo! having the ability to make payments to a large number of countries, which again woudl require more resources.
So until Yahoo! feels comfortable enough with their system to go out of beta, expect it to remain closed to USA publishers.
