How do i paste an html code for banner exchange in my affiliate website given to me?

Question: I want to make a banner exchange and was told i have to include the code in the site iam promoting and some of the website owner do not agree with this .Is it not possible ,or is it only possible with my own personal site(wish i do not have at present) or if i do it with the site iam promoting will i be penalised?

You cannot edit your affiliate page.
create a new website and atlk about the affiliate product and place links to it, on your site you can edit html code.
