YES there is no fee to participate with Google Adsense. All you need is a website and blog that they will check in terms of topic and quality and once approved, you can start putting the Adsense codes on your site

Be sure though to follow the Program Policies on what you can do and cannot do (e.g. you cannot click on your own ads, you cannot ask your visitors to click on the ads, etc). Google is famous for kicking out publishers caught cheating (whether they admit it or not)
