There's something called Yahoo YPN that serves the same function. Apparently, its only for US nationals.

Yahoo Publisher Network is a little harder to get into then Google and as said above, it is only for the US. I believe that it is moving out to other countries, but I am not sure where. YPN has better payouts than adsense does, but the verification process is more stringent!
