Because you say campaign, I am led to believe you are talking about Adwords.
Here is my answer if you really mean adsense (where you are showing ads on your website):
You want your adds to target the visitors of your site, so just think like another human being in the shoes of the person who is viewing your site. What would you click on? What interests you so much that you would HAVE TO HAVE TO click on the link.
Your best bet: Google. Google makes lots of money off Adsense too (because they sell Adwords). So they want you to succeed. The adsense program has lots of helpful information about building a good campaign.
My answer if you mean adwords (you advertise your site in Google search and on Adsense publisher pages:
If you were to search for your website, what keywords would you use. Don't use lots of single words, use two or three word combinations. Start slow and monitor your keywords. The adwords reports will tell you what keywords are your best ones, and what I do is then use these adwords keywords results to optimize my site. Follow the example of other sites that have had a great success in the field to which your site belongs.

Optimise with Keyword Selection Tool :
What you need is a keywords selection tools that tells you what most people are searching for, for that particular phrase or words you are thinking.
Eg. I have an Avon site. Initially I use "Avon consultant" as a keyword. But I found out with the Keyword selection tool that only 68 searches was used to search for Avon information. As compared to "Avon representaives" which yielded heaps and tons of searches done for the month of feburary.

Key in a particular word in your subject matter. And it will show you what searches has been made with that word and combi.
Think of Keyword as a Key. And your website homepage is the door. You want as many people to unlock your door. But THEY have the keys. So your lock must have the right "keywords" to match their keys.
