You can try several things on google to reduce the costing:
1) Try removing search network, content network and content bids from your campaign settings.
2) Add position preferencing to your account so that your adverts only show when they are in the top 5 positions.
3) Depending upon what you are selling try ad scheduling to removing the hours when business people or customers are sleeping. (run your advert between 8am and 11pm).
4) Exact and phrase match is excellent for reducing costs.
Alternatively - you could try link building, there are thousands of free online directories spend time finding good, relevant one and add your website.
