I am wanting to create a website where users can complete offers and get money. My only problem is that I don't know if I am able to see who it is that completes the offers. Could someone please help me?!

I am not sure exactly what you mean by completing an offer. But you can log standard information of computers accessing your website such as IP address, browser type, etc. But for the actual person itself, no, unless you are set up for credit card verification. Many websites just use the standard email verification.
