What are board affiliates, and what do they do?

The guy at the top is "Thomas Rutledge". Just above that is says "All members affiliated with Thomas Rutledge" . Then it lists a variety of people and their "Board Affiliations". The board affiliations are the boards on which the other people serve - that Thomas Rutledge also serves on.
Its sort of a way of say here are all the people that serve on or more of the boards Thomas Rutledge serves on, and which boards they both serve on. ie Who does Thomas Rutledge know and from which boards does he know them.
