It depends on who is hosting your blog -- if you have a Myspace blog or a Yahoo 360 blogs, these providers do not allow the use of Adsense. The best bet is Blogger.com http://www.blogger.com because it is owned by Google and makes putting in Adsense a breeze.
Blogs do not work really well with Adsense. Even the big bloggers are finding that they are better off using banner ads on a cost per impression basis to monetize the huge traffic their blogs get.

As long as the provider behind your Blog lets you post raw HTML and Javascript, you can add Google Ads to your site.
The money you make will depend on how much traffic your site gets and if people click on the links when they get there.
