The simple answer is both.
You want to have your site as optimized as much as possible, to get the best results in the search engines, as its free traffic.
Adwords can work very well, or very badly. Its something that takes a lot of practise to get right, and not something that can be easily learnt (as the methods are completely different for each industry). Start off with a small budget, and keep trying until you get results, and then you can increase your budget.
The best results come when your website is on the first page of results in the search engines, and in google adwords, as this gives you maximum coverage.
I am assuming you mean web master, since CEO stands for chief executive officer. A webmaster would be good, but would more then probably suggest you use adwords !

I suppose you mean SEO as in Search Engine Optimisation, and not ceo as in chief executive officer.
SEO is more effective in the long term but Google Adwords can be more effective at the beginning of a marketing campaign, before your SEO efforts start showing results.
