What you're describing is generally prohibited by content advertisers such as Google AdSense / Yahoo / Microsoft. They view it as pumping up your clickthrough rate and generally monitor such behavior and penalize it.

Yes, it is probably possible. You could have a web page that links to your affiliate with <a ... target=_blank> which opens a new window, and keeps the old one the same. You could have a frameset which has the button at the top; clicking the button changes the top frame to have the next button, and the bottom frame to have the affiliate site. Reading some sort of introduction to HTML should help you!
However, the general principle may well be violating the TOS of the individual affiliate scheme. Read your TOS carefully.

If your PPC is from the likes of Google Adsense where you install scripts, then it surely is not simple to say the least.
For the usual affiliate programs, you could do it this way:
a) You place an affiliate link on your website
b) When someone clicks that link, it will go the actual link / website that is providing the affiliate program. Therefore, you will earn credits if the program is PPC.
c) When your visitor leaves that website, you could have a pop-under (or a pop-up if you wish to) so that your visitor has the opportunity to browse another website of yours.
This cycle can go on. assuming your websites are so sticky for the visitor.

No that's ilegal and even if their were a way you would have to pay commision on that said button.
