Who is the bigest competitor to google adsense?

Nothing comes close to Adsense in terms of payout, ad targeting, number of advertisers.
Yahoo! Publishing Network may be the biggest competitor because it is from Yahoo -- but the program has been in beta since it was launched in 2005 and available to US publishers only http://publisher.yahoo.com/ . It seems that they don't have enough ad inventory for foreign publishers
