I'm afraid you can't rejoin the program at a later stage. Next time, carefully read the Terms of Service of programs you are joining to see what you can -- and can't do.
Google has ways to track ownership of sites and put two and two together. There have been several who got approved again with another website after they were kicked off the program - but was never paid the income they earned because Google caught them. You may be able to trick them for a while, but they will soon catch up with you
I suggest you check out and apply to other advertising programs. Here are some places you may want to check out:

Join an advertising network. Advertising networks are organizations that aggregate Web sites that offer advertising space, and sell banner ads (and other advertising options) across them. Traffic requirement is often a minimum of 5,000 monthly impressions, although many do not accept sites hosted by free page services.

what does that even mean
You can do so now by opening the account in another name such as a new company. Or you can wait and ask again in some months, usually they don't accept anymore once a person has been banned for click fraud.
