adwords is the program you'll use to make advertisements. Those will appear on google.com and/or on websites who are adsense publishers (adwords ads are displayed on adsense publishers's websites)
go to adwords.com and open an account.
Adwords IS Google's pay-per-click advertisement system-- Adsense is Google's program that allows website owners to SHOW those Adwords ads on a website and make money off visitors who CLICK the ads, therefore, Adwords is the only option for you to advertise your own products.
Paying for advertising for placement on search engines is way too expensive. I have reseller rights for a CD called Search Engine Magic.
