In Google adsense terms and conditions they say they will remove accounts which have less clicks.?

I mean for an account to get qualified what should be the minimum amount earned / time.
and if removed how easy or difficult to activate your account again?

I have been with Adsense the moment the program went public in June 2003 and I have not read about a minimum number of clicks. The Program Policy https://www.google.com/adsense/policies?... is explicit in saying what you cannot do including clicking on your own links but nowhere does it say that you will be kicked out when you only have 1 click a day (or some other number).
You are not allowed to click on your ads, draw attention to your ads by using phrases such as "click here," "support us," "visit these links," or other similar language. If in doubt, consult the Adsense team and ask for their opinion to check your pages and see if it complies.
One important thing to remember is that it is extremely difficult to get your account back once you've kicked out of the program. Even here at Affiliate-Program-Answers.com, there have been several who said they were kicked out. So I suggest that you carefully read the Terms of Service of Adsense to make sure that not violating their policies.
In terms of earning money on Adsense, your mileage varies. One website with the 10,000 uniques a day can earn $50 a month while another may earn $5,000. Experiment with the factors above (except smartpricing, which you can't control), and see which combination works best. Remember though that not all sites do well with Adsense - even if you get gazillions of traffic but your visitors are not interested in looking for ways to spend their money, they won't be interested in your ads and won't click.
