Bidding alone does that decide whose ad gets displayed because even though an advertiser is will to pay a lot more for his ads than the other guy, if his ads dont get clicked much, its a loss for google itself coz its pay-per-click.therefore its profitable for google to display only relevant ads.

Google Adsense lets you pick general categories or keywords you want ads to show for, much like Google Adwords does when you choose to advertise.
In general, anyone at the 'top' of Google's Adwords are high bidders, since Google ranks Adwords ads by how much the advertiser is willing to pay for their 'maximum cost per click'. So, when you see Google Ads on yoru page coming fro mAdwords, the top ones generally pay more than the ads placed lower on your page.
The price of the clicks (I am assuming you mean how much the advertiser pays), depends on the popularity of the keyword, the placement of the ad (the higher up the ad is the more the advertiser pays), and the performance of the ad (how many clicks it is bringing in in relation to its position and other ads for the same keyword).
Remember, Adwords and Adsense is totally keyword driven, much like Yahoo's Overture (or formerly Overture) service. The more popular the keyword, the more advertisers will pay for it.
