Who are the Affiliates of FIA Card Services, N.A.?

Question: I was looking at some debt consolidation websites and saw this fineprint on personal loans:

*****You may be prohibited from using this account to pay off or pay down any account issued by FIA Card Services, N.A. or any credit card account issued by an affiliate of FIA Card Services, N.A.*****

I know that my CCs are not issued by FIA but how do I know if they are FIA affiliates? Who are their affiliates anyway?

I have Washington Mutual Visa and a Blue American Express. As far as I know when I got these CC applications in the mail, I got these pre-approved letters directly from WAMU and AMEX not some other 3rd party company.

Answers:
FIA Card Services are Bank America Card Services after their merger with MBNA America. I don't know why they will be exempted from debt consolidation services, but I might have a pretty good guess., FIA Card Services is a newly incorporated company as a result of the merger they must have some internal policies that prohibit third party companies from including Bank of America credit cards in any type of debt consolidation program.
